PC to AM (Send to Asset Managment) does not include transaction rows loaded via Excel to CI

Hi -
We are using PS 9.2.19, PT 8.54. We've been testing uploading transactions to PROJECT_STG_RESOURCES via Excel to CI.
We can:
1. Load to PROJECT_STG_RESOURCES
2. Load to PROJ_RESOURCE
3. Assign loaded transactions to an asset
But when we run PC_AM, the row is not loaded.
I've been unable to find documentation that shows the requirements for assigned transactions to be picked up by the app engine, so I suspect the issue is that some criteria is not being met. When comparing this test transaction to others in the back end, I see that the others have been posted to the GL. Is this required? If so, is there a way to work around this?
