Dependents added via P08901 not availale for enrollment

We recently moved to E1 9.2.3.  Users are reporting an issue with P08901.  After adding a dependent via P09801 the dependent is not available in F08901 for selection to enroll in P08336.  The record is visible in the address book but cannot be accessed for enrollment.  Is anyone else experiencing this issue?
