Physical standby database open with startup

Hello Experts,

we have oracle 12.1.0.2 EE on Linux (Physical standby database).. I want to know if by accident we open physical standby database with startup mode will it cause to use extra license ?

e.g.

startup standby database without applying any recovery.

I have see following blog which is saying "yes it will"

but many other saying until you have started managed recovery there is no extra license. so this is very confusing.
