PL SQL - CP - DATE GERMAN Language Settings Not Working

Hello All,

PL SQL Concurrent Program Submission - DATE parameter is running into issue while changing the language settings to "German" whereas for English it is working.

While concurrent program is submitted, two set of parameters will be passed. i.e Start Date and End Date.

I have kept the custom special value set for some date validation and it would pop up in "DD-MON-RRRR" format.

Executable: PL/SQL Package

In the Package, i have set the both the Start Date and End Date as "DATE".

When Submitting with Language Settings as "ENGLISH" i.e Language - American English , Territory - GERMANY , Numeric Char as .,
