How can I resolve? ‘Site can’t be reached’ error launching JDE Provisioning Console

Deploying JDE E1 On Premise On MS Windows (1-click Provisioning)

I encountered ‘Site can’t be reached’ and cannot load console (see “1-click will not work” attached).  I do have port 3000 open (see "Port 3000 open" attached).

Initially, I WAS able to load the console (once).  I provided default password information, then the console hung and timed out (see “1-click did work” attached).  On that first successful launch, I did notice the ‘Not Secure’ message in browser.  Could my problem be that https is not enabled?

The instructions call for reserving a public IP address for remote access, I haven’t done that yet in the interest of time, but
