EBS Upgrade to 12.2 - No primary ledger in LOV

Hello, we recently upgraded from 12.1.3 to 12.2.8 and I do not see the primary ledger in the drop down values on any form in GL (find, enter or import journals).   I checked the setup and the primary ledger is setup correctly.
