Xenvironment 17.0.2 upgrade does not install files required during store close

Here are the steps to re-produce the issue:

- Set up XEnvironment version 17.0.1.0.103.

- Apply 17.0.2.0.46 build on top of previous 17.0.1.0.103 version as an UPGRADE build.

- Build process completes successfully. However, we run into errors while closing the store. Logs show that the two files "data-close-rss.xml & data-immediate-rss.xml" are not found.

ERROR 2019-06-27 11:59:07,970 Download attempt 1 of 30 failed: https://10.10.211.103:9097/updates/data-immediate/data-immediate-rss.xml :: dtv.util.net.download.HttpFileDownloader [Executor-2]
