JDE E1 Server Manager will not start on Windows, how do I resolve this?

I am attempting to change default passwords in 1-click Provisioning Console (Windows, On Premise) but this fails because Server Manager is not reachable.

There are errors of “Server Manager Console is not running” in E1ProvisionConsole.out and “Port 8998 is still DOWN” in jde_e1_debug.

Similar to launching E1CloudConsoleWin.ps1 (which does work), I executed C:\JDE> jde-sm.ps1 from Powershell with no response received back.

Following documentation, I also tried to execute StartWebLogicAdminServer.bat.  The command line window just closes and I receive no response back.

There are no files in C:\JDE\PP\SMConsole\SCFMC\logs.  Still can't reach Server Manager.
