Text Catalogs for eBenefits

Under Object Owner ID - HEB you can have the ability to configure unique text for different Benefit Programs.  Is there a way to configure the same text for different Benefit Programs without having to have a row for each Benefit Program.  Currently in this organization they have 133 Benefit Programs however there are three groups within these 133 Benefit Programs that will have the same text and URLs in the text.  It appears there needs to be an entry for each and every Benefit Program.  Is there a work around?
