Calculation Manager will not validate a rule when upgrading to 11.1.2.4.208

We are upgrading from 11.1.2.3.700 to 11.1.2.4.208.  Two of our rules will not validate after importing the .xml file into Calculation Manager.  Upon validation, we receive an error:  Attribute name "Curr" associated with an element type "Entity" must be followed by the ' = ' character.  When we load the .rle file in the application, (not through Calculation Manager) we still get the validation error when scanning, but the rules seem to work.  This is one of the rules that will not validate:  If HS.Entity.IsBase("",sPOVEntity)= TRUE Then sPOV Entity.  Has anyone ever encountered the validation error?  I've also attached the
