AP Quick Payment causes error message "APP-SQLAP-97505:This check number has already been used".

Every time a user tries to make an AP Quick Payment the error message appears "APP-SQLAP-97505:This check number has already been used". But the next cheque number has not been used and does not exist in ap_checks_all.   What possible could be causing this error ? Thanks.
