Cannot start 12.2 Messaging Gateway Agent

I setup Messaging Gateway Agent on a 12.2 RAC database by following Oracle document. However the agent will be shutdown intermittently. So I create a sqlnet.ora file for MGW only by following this oracle document.

Then I cannot start agent anymore. I revoked all the changes I made, still cannot started.

I got the following errors

ORA-32846: Messaging Gateway agent cannot be started; status is BROKEN
