we have done a fresh installation of siebel 16 and on top we have done patch 16.11. But the DB we ha

we have done a fresh installation of siebel 16 and on top we have done patch 16.11. But the DB we have refreshed from PROD   ....But while setting up an unshipped language FRB and NLB we are getting error after login .the home page having overlapping of tool tip .

we found the below error in AOM logs

SBL-UIF-00391: Le type d'agent utilisateur n'est pas défini ou l'agent utilisateur n'est pas initialisé

and also we found the below error while inspecting in browser console .

VM150:1 Uncaught TypeError: Cannot read property 'name' of null
