Tax on committed amount

we are implementing JDE in our plant in Montreal (Quebec/Canada) ,when we place purchase order on projects with federal and provincial tax (tax expl C), we see that the committed amount attached to the project includes the Provincial tax .

Is this on purpose or is there a setup that would prevent this ?
