Layout option that incorporates the attachment manager. Many applications like P03B2002

Is it possible to incorporate the attachment manager to always show in the layout of certain applications? We have a number of attachments that are made in Customer Ledger Inquiry P03B2002 and are needing to go through the row - attachment each time. It would be easier if this could be part of the layout that would change as we selected a different document.
