Siebel upgrade from 7.8 to 15.18

hi

we are planning for upgrading the dev env from 7.8 to 15.18.

the current 7.8 is on MSSQL 2000 and we plan to have the new 15.18 on MSSQL 2008

i have installed the ip15.0 and applied to PATCHSET 18 and connected it to the new MSSQL 2008 server.

Now do we have to do the IRM and upgphys or just IRM ? can anyone please notate the steps at a broad level for this upgrade ?thanks
