SF Billing is not Billing Everyone Expected

We have recently begun to have an issue with our SF billing process not billing everyone.  Most of the charges are for things like parking fines, library fines, etc...not really for tuition and fees.  We recently (April 26, 2019) installed 9.2 Pum Image 12.  We are not sure if this was the beginning of our issue, but it seems to be a suspect.  If we go back and the bill anyone not billed, the missing bills are then pulled in.  Any ideas on what to review?
