Fluid Enrollment - How to add "Document Upload" step to OE Activity Guide

How can one add the "Document Upload" step from a Life Event activity guide to the Open Enrollment activity guide?   We have certain plan enrollments that require follow-up documentation and would like to include a STEP in the OE activity guide instead of just adding TEXT to indicate the requirement.   We are on 9.2 PUM 30, Tools 8.56.05
