Nuisance Database_Down Alert is Raised for "Failover Occurred" Metric of One Database, with the Mess

I am setting up a new EM 13.3 and have deployed agents to our non-production database platform, which is a 2 node RAC (Oracle Database Appliance) hosting only single-instance databases.   All targets have been discovered with the exception of 4 databases that are cloned nightly using rman duplicate.  It is these four databases that are raising OEM alerts, despite not being targets.

This symptom matches MOS Doc 1581464.1, "Database_Down Alert is Raised for "Failover Occurred" Metric of One Database, with the Message Details of Another Database".

There is a workaround provided in the document, however I have not been able to implement it successfully and could use some additional guidance.
