How can a Manager Allocate Compensation to Himself ?

Compensation Workbench EBS
R12.2.7
I have a component plan with 2 options (Salary Increase and Bonus)
Using the roll-down budgeting method
And have a hierarchy as below:
- EMP_CEO
- EMP_Admin
- EMP_Manager
Now the CEO publish the budget to Admin
When login with user EMP_Admin, using Function > Set Budgets >Select Budgeting Method (I will pass down budgets)
On the worksheet, he can see himself along with (EMP_Manager)
But, when using function Allocate Compensation,
On the worksheet, he can see (EMP_Manager) only, not able to see himself
Hence, how a manager can allocate compensation to himself?
