How do you give security to the reports behind the Workforce Insight tile?

I am trying to grant access to managers to the workforce insight reports.  They can see the tile on the Workforce Administration dashboard however when you click Workforce Insight the dashboard is empty.  Can anyone tell me how get the analytical reports to display on the dashboard?
