P43250 Receipt Routing not updating the operation code and closing the PO

We have two steps in the process, STAG and STK. When a PO is received it populates the P43250 with items and quantity. The operation sequence is 1 STAG.

when we receive the product, movement row exit or form exit, move  shown rows, the operation code moves from TRAN to STK only the 1st line. All other lines remain in STAG.It still moves the product in the item ledger and updates the on hand file. But the code stays at STAG, on hand shows 1 available, 1 in receipt route. When it is at TRAN, it will allow it to be moved again and it moves even more product even though all product had been moved prior.
