ACA - Inserting rows to ACA_PER_ELIG

How are rows inserted into ACA_PER_ELIG?  I read there is a CI (CI_ACA_ELIGIBILITY) to load the file initially if you have that information on a spreadsheet.  What if you don't?  How are new employees added?  Do we need to write PeopleCode when a JOB row is inserted?  Thanks!
