Inventory Stock Out Report

The manager over our Inventory and Material Services department wants a "stock out" report.  He wants to be able to run a report that shows him every time an item has reached 0 quantity on hand.  Is there such a report (I haven't found one)?   Or has someone created something similar that could be used to get what he is wanting?
