Quantity Shipped (SDSOQS)?

Been meaning to ask this question for a long time.  Can anyone explain why this data item (SOQS) is called "Quantity Shipped" as opposed to "Quantity Shippable" or "Available to Ship"......

Clients really complain about this as being very confusing to refer to this in the past tense.

I understand the column heading can be changed, just trying to understand why Oracle doesn't make the change on the base package.
