OEM 12.1.0.4 DB up but shows as down

Oracle Enterprise Manager Cloud Control 12c Release 4.  New DB to be monitored is 12.2.0.4.  Listener does show as up.  I can run through the target setup successfully, but the DB still shows as down.  Agent config listtargets shows that all targets are monitored.  Target server is Linux.

Any ideas appreciated.
