One pallet at a time during putaway process

How should we set up putaway instructions or item UOM structure in order to get a suggestion per pallet? We have a capacity method of volume checking in PL/CA/UN UOM's.

If we receipt 5 PL and those pallets can go to the same location by capacity setup, we want the system to create 5 separate lines of request/suggest for each of the pallets. Anybody can give a hand?
