License Plate Picking

Can anyone describe the picking process of a license plate if the costumer builds the pallet during the picking process? 

In this case, the pallets that enter into the warehouse through the putaway process are not the same that goes out of it during picking process since the picking process take different cases from several pallets in the warehouse to fill a new one (new license plate) to go through the picking process. How does it work with warehouse suggestions, what do we do first? Build the pallet? Run Suggestions?  We know that once the license plate picking suggestion is confirmed, the license plate arrives empty to the "D" location.  We have seen License Plate Processing within Warehouse Management (
