How to restrict Related Content Action to display for one group of employees and not show up for ano

Hi All I wonder if anybody knows how to make sure Related Actions are filtered and show up for one group but not for other groups of employees.

For example '

Based on the image below, I would like to hide "Update Position" for one group and show "Request Reporting Change" and for the other group I would like to show "Update Position"  and hide "Request Reporting Change".

I think you can accomplish this using this feature of Related Content, service filter and I build one however first: it's not being saved to service filter area and second: it's not working (I see it in the table behind the scene)
