Sytem Option: Include Terms As Rent Increase Basis By Default?

Hello

For the system options setup for "Include Terms As Rent Increase Basis By Default" the implementation Guide mentions the following OPtions: Yes or No!

But in the System setup option screen; the values to be selected are :

1)Always Include, 2)Always exclude, 3)Include if the Rent is selected in the rent increase window, 4)Include if the Rent is not selected in the rent increase window.

Why the discord? And what do each of these options mean?
