IT Service Center dashboard via ITHD Self Service Center tile

Has anyone seen this? When you navigate to an Employee Self Service fluid home and then click on the ITHD Self Service Center tile and then click on the ITHD Self Service hyperlink, it will open up a dashboard page with title but rest of the content does not show up, instead, it displays a weird character. This is intermittent but we finally able to reproduce this in our vanilla PUM image as well. We logged an SR with Oracle and waiting on a solution, wondering if someone has come across this as well.
