What is Oracle dynastic direct connection vs. others (edit: it's called Diagnosis Connection)

hi,

According to this video, There is a way to connect to oracle even when "conn / as sysdba" is hanging.

But what is dynastic/direct connection mean? Anyone have a link to oracle document or blog? Not much showing up in google

video time  2:55 it's hanging when using "sqlplus / as sysdba"

but at 4:00 minutes in video he is using direction connection with sysdba but also authentication (I guess password file) and it connections successfully. How is that possible when he's hanging on "sqlplus / as sysdba" ?!
