COBRA letters going to 'Inactive' Mailing address

Experiencing issue whereby a COBRA initial letter is going to an Inactive MAILING address vs. the Active HOME address.  We first brought the issue up several years ago and were told it was a know issue and that Bug ID 11602098 would possibly be fixed in a future release.  At the time we were still on 8.9 at the time. We are now on 9.2 (since Jun '16).

Is anyone experiencing this issue?  And does anyone know if there has been resolution to this issue?
