EM 13.2 and 13.3 show certified with 12.2 RDBMS but DB templates only for 12.1 and 18?

Questions about EM 13

1. I am looking to setup the OMS and OMR on linux x86-64 in a 12.2 DB.  Per the certification matrix that should work but it appears that the DB templates are only for 12.1 and 18.  How am I to prepare the OMR database?

2. I currently have a 12.1.0.4 OMS running against an 11.2.0.4 DB on HP UX.  Per the literature I have reviewed thus far, it seems that it might be easier to create a new 13.3 OMS/OMR stop the 12 agents deploy new agents and deploy and start the new 13 agents.  Does anyone have experience with a move/upgrade?  How painful was it?
