"I" GL Dist Status and "I" BI Dist Status for BIL Rows

Hi,

There are many BIL rows in Proj_Resource with "I" GL Dist Status and "I" BI Dist Status.  So, these rows are not sending to GL and also not able to send to BI.  Does anyone has the insight on why this happened?  And what is the resolution?  Thank you very much!
