Got error by appling patch #27911576 and #19676460

HI Friend

Firstly i Install EBS 12.2.0. vision

i wont to upgrade from 12.2.0  to 12.2.5 vision

i apply all patches APP Node and DB Node using EBS Technology Codelevel Checker (ETCC) (Doc ID 1594274.1)

then i Apply Oracle E-Business Suite 12.2.5 Release Update Pack Patch 19676458 Doc ID 1983050.1

after Patch 19676458 apply i try to apply Patch 27911576:R12.OWF.C  and  Patch 19676460

but can't apply this patches gating errors ''A fatal error related to codelines or codelevels has occurred"
