Can an API be used to extract the payroll elements link setup ?

Hi,

I went through the Metalink note id How To Migrate Payroll Elements And Their Links From Development To Production Environment (Doc ID 2302115.1).

They said that "

Can an API be used to extract the payroll elements link setup? will it extract in a flat-file?
