Implement fluid online withholding forms

Hello,

We are looking to implement the fluid Online Tax withholding forms. As this feature comes with the updateable pdf feature thereby leading to the dependency of having an Adobe reader, we are interested to know about the experiences from other users who have already implemented it? Did the increased number of steps and clicks to be taken by the user seem challenging? What steps were taken to overcome those?
