Tax Update 19C - new special accumulator

We currently are using a special accumulator GRS so I got the patch from my SR.  I am calling the new special accumulator for Washington state WAS.  I ran a payroll in our test system and have noticed employees now have a WAS special accumulator even though we don't have any employees in Washington.  Does everyone get this new special accumulator?
