Row Security on Pay Class

I have been asked to restrict someone to only being able to create and view employee records with a pay class of 'H'. Creating the employee appeared to work but when I went to retrieve the employee record just created, it was not there. If I remove the row security, then of course, the employee record gets created as expected. Is it possible to do this?
