How do we set up Rate Definitions for a new install of PC Miler 26? Interfacing with JDE 9.1

We are running JDE 9.1 with Tools release 9.1.4.

The issue is a new install of PC Miler 26 and it does not seem to be pulling any distances. (The distance is 0 in the routing options screen.)

Rate definitions were set up as follows which I believe should work if the CNC has installed the PC Miler properly on the server.

The CNC says they followed the instructions in E1 49 Doc ID 625546.1. (The Enterprise server is non-NT but he installed it on an Application server that is NT)

We got the set up instructions from E1 49 Doc ID 656209.1 but there is still a disconnect somewhere.
