How cumulative are PSUs, really?

I'm afraid I've inherited some 11g databases which have not been patched in several years.  I need to check to make sure that the most recent PSU will cover ALL the necessary patching from years of missed patches -- or do I need to work my way up from the last applied patch?

Any guidance on this is welcome.
