PRICING not releasing OLT rows in PROJ_RESOURCE

This scenario does not occur all the time and we have not been able to pinpoint a root cause.

On an as-incurred contract, when the limit is increased, the Pricing process sometimes does not release pending OLT rows until the PRICING is run manually (instead of in a batch cycle where we typically run this process) or by clicking "Perform Limit Checking" on the Contract Terms page. In this scenario the rate set is active and the OLT transactions have accounting dates within the dates set on the PRICING run control page. This issue also happens with expense transactions (not just OLT).
