Zone services in mainternance mode

After powering on a Solaris 11.4 vm with 2 non-global zones-----svcs -xv shows the 2 zone services are in maintenance mode.  zoneadm list -cv shows the zones are running, and I can log into each zone and run some basic commands.  I do not see any dependencies for the zone services that are not online:

The message states: "The milestone/goals in the zone cannot reach the online state without administrative intervention."

/var/log/zones/<zonename>.messages simply tells me what I already know

The http://support.oracle.com/msg/SMF-8000-AR  suggested url is very generic and I cannot determine what to look for based on this article
