Supplier while quoting gets "You are not authorized to access this page" error (red font)

Supplier while quoting gets "You are not authorized to access this page" error (red font). The RFQ is active and supplier has been quoting since long as per the user. The RFQ will get closed on 25th Jul 2019. Any comments?

Search Negotiation

Select the negotiation (radio button)

And click on respond

Error: " You are not authorized to view this page"

Any help/ Pointers would be appreciated.
