OEM 13c Blackout for Nth Weekday of month

It doesn't appear possible with the schedule options and I didn't find anything searching, so I thought I'd ask here in case I'm just missing it.

Our shop has automated OS patching that is scheduled for the Nth weekday of the month (e.g. fourth Monday, Fourth Tuesday, etc.).   Is there a way to schedule such a blackout?

We have a command line cron job along with the OS patches that sets a blackout on the DB hosts, however there are targets not part of the host that wouldn't fall under that blackout.  For example the other nodes of the cluster, which will send alerts that during the OS patching time should be silenced.  Maybe the solution is to blackout the entire cluster during that time, but that would mean in our case 5 days (5 hosts different days each) in a row per month.
