EM13c unable to secure agents with signed certs

I have had a few tickets open now with MOS on this but seems to have stymied the support teams.  No one person seems to know the whole process for EM communication between agent and OMS.  Followed the steps from the Doc

The wallet created with the signed cert (root,inter,user), console and OMS secured with this, but when securing agents fails unable to pingOMS

Unsecure OMS and immediately resumes - so looks like certs are not getting pushed correctly

Undiagnosed as to why - but what I'd like to do to get this moving is get some details from one that is working and contrast it with what I have.
