Overpayment being created for DBA when zero gross

We have an instance where an overpayment is being generated on a dba where there is zero gross.  The Calculate Even If No Gross flag on the dba setup is not checked and the arrearage method on the dba is set to N.  What would be causing this dba to generate an overpayment during payroll processing?
