New WA FMLA report (TAX815WA) showing everyone, regardless of whether or not they had MLI/FLI taxes

We have been testing the TAX815WA report (WA PFL report/file) and noticed that “all” paid employees are included on the file whether they had the MLI and FLI taxes withheld and whether they are eligible or not. The employees who are NOT covered are also showing up on the TAX815WA report.

We have 2 bargaining units covered by a Collective Bargaining Agreement (CBA) (~2600 employees) that are exempt from WA PFL taxation until they renegotiate their contracts later. These employees are showing up on the file in the “S” record (identifies the wage information of an individual employee).

On the “Bulk Wage Filing Specification – Paid Family and Medical Leave” provided by the WA Employment Security Department, the “Other Notes” section says “Do not report people who are exempt per law who have not elected coverage.”
