Best practice for inactivating workgroups with inactive time reporters

Is there a best practice for handling inactive time reporters data?  The system will not allow me to inactivate a workgroup even if only inactive time reporters remain in it.  This creates a big maintenance issue for us and causes difficulty identifying which workgroups are truly in use (have active time reporters in them) and those no longer needed.
